you need to get your head around the licencing of Sewage treatment plants they are licensed on Dry Weather Flow output which is not a reflection of ability (capacity) tor treat sewage example Guildford main Sewage palnt iis license for 23,000 DWF and is currently at 22,500 thus is within Licence requirements, in 2017 the Documented Personal equivilents was 89820. but 'dealing with' 92900. thus was unable to treat the incoming effulent the first started 'backing up' the gravity sewers, then when a rising main failed they started "shipping out" to other Sewage treatment plants because the Backing up process was failing due to fermentation causing smells

the the Licence was PE not DWF then everyone would know which plants…
